LEFT party leaders including Raja Bahuguna, CPIML, Samar Bhandari, CPM and Rajendra Negi, CPI have sent a memorandum on 5 June, through protests held in the state, to the Uttarakhand Chief Minister and the Prime Minister to take up measures against Covid19. These parties have asked the CM to immediately fulfil the following demands to make people’s fight against the Covid19 pandemic really effective. They said that the worst affected in India are the working class who are also suffering from the short-sighted decisions by the government which are escalating the people’s distress. To solve the issues of life and livelihood following demands from the Central and Uttarakhand governments must be fulfilled:
- All families that do not come under the income tax net should be given a monthly cash transfer of Rs 7500 for a period of six months. Also, 10 kg food grains per person per month should be distributed free of cost for a period of six months.
- Free transport, food and water should be arranged for all stranded migrant workers so that they can reach their native places safely.
- 200 days’ work with Rs 500 as daily wages should be ensured under MNREGA. The Employment Guarantee Scheme for urban poor should be expanded.
- The skills and capabilities of workers who have returned should be assessed and employment should be arranged for them accordingly.
- The deaths occurring consistently in quarantine centers in Uttarakhand are a matter of grave concern. Only residential buildings should be converted into quarantine centers; adequate living facilities should be arranged in the quarantine centers for which the local administration should be made responsible.
- Those who have completed the period of institutional quarantine should not be left to their fate; it should be the responsibility of the local administration to see that physical distancing and other parameters are observed while they are safely escorted home.
- Sufficient numbers of doctors and other staff members should be arranged with immediate effect at all government hospitals, from primary hospitals to community hospitals. We also demand that the State government should issue a white paper on the current state of health and medical services in the State.
- As this is a time of health and medical crisis, the government should acquire all private hospitals for the period of the crisis.
