IN the Bihar Assembly, CM Nitish Kumar had mocked the struggles of Bihar’s rural poor for land, asking “Where will the land you demand come from”. The CM forgets that the Land Rights Commission set up by his own government had found that land ceiling laws had not been implemented in Bihar, and had recommended redistribution of ceiling surplus, Bhoodan and other such lands earmarked for distribution among Bihar’s landless poor.
