ON 9 February 2019, Dr. Atif Rabbani, the Deputy Registrar of Bihar University Muzaffarpur was brutally beaten by students who had gone to him on the pretext of collecting donation for Saraswati Puja. CPIML state secretary Kunal, state President of Insaf, Neyaz Ahmed and state Secretary of Insaf Manch Suraj Kumar Singh issued a statement condemning the incident and demanding immediate arrests of the attackers.

A delegation of CPIML leaders including the state president of the Insaaf Manch also met Dr. Rabbani and expressed their solidarity with him. They also called for citizens protest on this issue. To protest against this attack, a joint march was taken out under the banner of CPIML and Insaaf Manch in Muzaffarpur on 12 February. Leading the protest march, Insaaf Manch leader Suraj Kumar Singh said that it is because of the free reign given to the mafias and hooligans that this murderous assault on Dr. Rabbani could take place. The attackers did not just attack him, they also tried to lynch him, just as they had tried to lynch a professor some months back . Other speakers participating in the protest march demanded that the district administration and the university administration immediately ensure that such repeated attacks on faculty and administrators by communal groups are stopped and punished.
