Dalit Girl In Bihar

The incident of forcible kidnapping of a Dalit girl student by feudal criminals in full view in the Shahpur village of Mansinghpur Bijhrauli Panchayat in Vaishali District, at around 7 pm on December 20 proves that once again the morale of feudal forces is flying high under the BJP-JDU regime and there is no 'good governance' or 'rule of law' in Bihar but only rule by feudal dominant sections where the administration is completely helpless and standing with the criminals. Nitish Kumar, who pretends to be social reformer, should tell the people how such brutality and violation of the dignity of dalits and women is being allowed to happen in a democratic society and why such tendencies are increasing continuously.

Addressing a press conference on 3 January 2022 upon their return to to Patna after enquiring into the gang rape and murder in Vaishali, CPIML MLA Satyadev Ram and AIPWA State Secretary Shashi Yadav said that it seems that we are not in 2022, but in olden times when dominant caste sections of society used to pick up women of Dalits whenever they wanted. There are barbaric attacks on Dalits, women, and minorities in Bihar every day, but Nitish Kumar, who carries out the farce of a Samaj Sudhar Yatra (Social Reform Yatra), is blind to all this.

Apart from the above leaders, the enquiry team comprised AIKM Bihar State President Visheshwar Prasad Yadav, Vaishali District Secretary Yogendra Rai, Deenbandhu Prasad, Arvind Kumar Chaudhary, Rambabu Bhagat, Mohd. Khaleel, Pawan Kumar, Sadhna Suman, Sheela Devi and others.

The high level CPIML enquiry team visited the village on 2 January and met the relatives and villagers of the deceased student. The enquiry team found that on December 20, at around 7 pm a 20-year-old girl student, while going to relieve herself, was caught by four people led by Anurag Chaudhury, a youth from the Bhumihar community in the village. They started taking the girl out of the village. The villagers opposed this and tried to save the girl, but the criminals managed to escape with the girl.

On the morning of December 21, the girl's father met Anurag Chaudhury's father Rakesh Chaudhury. Rakesh Chaudhury, in feudal arrogance, said that the father should not register a case as the girl would come back in 2 or 3 days. Thinking that the matter should not get bigger and the girl’s marriage should not be hampered, the girl's father remained silent and waited for the girl to return. He did not register a case. Actually, feudal dominance still prevails in this area. It is very common for dominant sections to enter dalit homes as if this is their right.  Fearing the bullies, the victim's father remained silent and could not muster the courage to file a case.

But the girl did not come even after 3 days. On December 26, some people saw the mutilated body of the girl in the pond located to the north of the village. People started making a hue and cry and the villagers ran there. Immediately the police were informed about this. The police came and took out the body, but they did not get it videographed. The angry villagers blocked the road with the dead body for about 8 hours. They demanded that the SP should be called there. SP. The SP did not come but SDPO rank officers came in his place. After assurances given by the SDPO officers, the road block was lifted. The administration took the dead body with them for post-mortem. The FIR was then lodged. Four people have been named in the FIR, of whom Anurag Chaudhury and one other person have been arrested. The remaining 2 criminals are still absconding.

Surprisingly, the SC/ST Atrocities Act has not been invoked in the FIR, and as far as the enquiry team is aware, the FIR has no mention of gang rape. The enquiry team found that the administration is engaged in protecting the perpetrators and is deliberately hiding the incident of rape.

The enquiry team also came to know that when local BJP MLA from Patepur Lakhendra Paswan reached the village, the villagers chased him out. The truth is that BJP MLAs are engaged in the act of protecting the criminals.

The investigation team has demanded that the SC-ST Act should be invoked in this case, the Inspector and the SP should be suspended immediately and prosecuted for conspiracy to rape and murder, the other two perpetrators should be arrested without delay, Rs 20 lakhs should be paid immediately to the victim’s family as compensation and their safety should be guaranteed. A protest will be held against this incident in District on January 10.
